OutsourcingVN is operated by Netbase JSC, which sells this work. For Dey Page, Netbase built a multi-state business directory in Nigeria with field-verified badges, and that build is the evidence behind this page. It is scope that was built, not a launched service with users, and the limits are stated under proof.
Directory or marketplace: which one are you building?
The two are often confused, and the difference changes the scope. A directory stops at contact: the customer finds the business and then calls, messages or visits it. A marketplace carries the transaction: cart, checkout, payouts and disputes. If buyers must pay sellers through your platform, or you match requests with quotes, read marketplace and classifieds operations instead. If you only need businesses to be findable and trustworthy, a directory is smaller, faster to launch and easier to run.
-
Who pays you?
- Directory
- Businesses, for featured listings or badges
- Marketplace
- Usually a commission on each sale
-
Where does the sale happen?
- Directory
- Off the platform
- Marketplace
- On the platform
-
What must you moderate?
- Directory
- Listings, reviews and verification evidence
- Marketplace
- Listings, orders, payouts and disputes
-
Hardest problem
- Directory
- Knowing a listing is real
- Marketplace
- Getting both sides to transact
Who is in this workflow
-
The searcher
Looks for a plumber, a pharmacy or a caterer nearby, usually on a phone, often on a weak connection.
-
The business owner
Claims a listing, keeps hours and photos current, answers messages and decides whether to pay for visibility.
-
The field agent
Visits a business to confirm it exists where it says it does.
-
The moderator
Reviews listings, reviews, complaints and verification evidence for a region.
-
The operator
Watches revenue, coverage by region and the quality of the listings.
Where does a directory break?
-
Fake or stale listings
A closed shop still ranks, and the searcher stops trusting everything else.
-
Verification by email only
An email proves someone has an inbox, not that a business stands at an address.
-
Review manipulation
Owners review themselves or attack competitors, and nobody can see who did what.
-
Pages search engines cannot read
A directory built as a single-page app is invisible to the searches that should bring traffic.
-
One moderation queue for the whole country
Regional staff cannot act on their own region without seeing everyone else's.
The target flow
-
Search and browse
Region, city and category pages, rendered on the server so search engines index them, with filters on top.
-
Claim the listing
The owner signs up with a phone one-time password and claims or creates a listing.
-
Verify in person where it matters
A field agent visits, captures geotagged photos and identity evidence, and a head-office queue reviews it before a badge appears.
-
Keep trust current
Badges expire, complaints against a badged listing are routed automatically, and every step is logged.
-
Sell visibility
Featured listings and badges are subscriptions, handled by payment providers rather than a checkout for goods.
-
Connect the customer
Click-to-chat and business messaging, with an SMS fallback when the recipient is not online.
-
Moderate by region
Administrator roles and dashboards are scoped per region.
Data and integrations
The core objects are the business, listing, location, category, owner account, verification visit, evidence item, badge with expiry, review, complaint, subscription and audit entry. Integrations are few but critical: an SMS provider for one-time passwords and fallback messages, one or more payment providers for subscriptions, map and geocoding services, and media processing for video and photos. Field capture must synchronise offline, because agents work where connectivity is unreliable.
Security practices include secure code review and version control, role-based access control, MFA for admin dashboards, contributors under NDA, and NDAs and DPAs on request. Identity evidence captured during verification is personal data: decide retention and who may view it before the first visit.
What AI does here, and what it does not
No AI feature was part of the Dey Page build, and its recommendation engine was a second-phase item outside the delivered scope. Reasonable candidates for a directory are duplicate-listing detection, flagging suspicious review patterns and checking photo metadata against a claimed location, each routed to a moderator rather than acting alone. Netbase works with commercial and open-source AI models chosen per project (model-agnostic); no vendor partnership is implied. A workflow blueprint is the route for deciding whether any of these is worth building.
Delivery modules
- Server-rendered region, city and category pages with search filters.
- Phone one-time-password accounts and listing claims.
- Field verification: offline capture, geotagged photos, identity evidence and a review queue.
- Badge lifecycle with expiry, complaints and audit trail.
- Subscription billing for featured listings and badges.
- Business messaging with SMS fallback.
- Regional administrator roles and dashboards.
- Media handling: video optimisation and photo watermarking.
- A companion mobile app for searchers and owners.
These are delivered as Custom Product Engineering milestones. Netbase's delivery lifecycle: discovery and strategic alignment; team assembly and architecture planning; agile execution with outcome-based milestones; modular components; training and rollout; ongoing support. For custom development the client owns the IP created for it; Netbase productized modules and products are licensed, not transferred.
Where the pattern holds
-
National or multi-region directory
Regional moderation, per-region dashboards, staged regional launch
-
Trade or professional register
Verification against licences or memberships instead of field visits
-
Community or city guide
Lighter verification, more editorial content
-
Directory with bookings
A booking step is added; payment for services moves it toward a marketplace
Where businesses must be paid through the platform, add order and payment operations. Where owners expect fast answers to their own questions, customer support automation covers the help desk side.
Proof from delivery
For Dey Page, Netbase built a multi-state business directory in Nigeria, launching in one state and designed to scale to all 36. The build covers a server-rendered, mobile-first web directory with state, city and category pages, search filters, reviews and click-to-chat messaging; phone one-time-password accounts; a location-confirmed badge verified in the field with geotagged photos, identity capture, offline sync, a head-office review queue, 12-month expiry, complaint automation and an audit trail; five administrator roles with per-state dashboards; featured-listing and badge subscriptions through two payment providers; business messaging with SMS fallback; video upload with an optimiser and photo watermarking; and a cross-platform mobile app with consumer and business-owner modes, on a 12-week web and mobile plan. Field capture runs in the mobile web app, not the native app. The Dey Page record sets it out.
What this does not show: no public launch, app-store availability or user number is claimed, because the source is a June 2026 proposal and the domain did not resolve when checked on 17 September 2026. Netbase's adjacent record is RB Marketplace, an English-first multi-vendor marketplace for West Africa on Laravel; it is a marketplace, so it supports the contrast above, not the directory flow. Market context for building there is in the Nigeria software delivery guide, and the methodology page explains the evidence labels.
Common questions
Phone verification proves an owner can be reached. If your directory's value is that a listing is real and located where it says, send a person, at least for listings that carry a badge.
Usually web first. Searchers arrive from search engines, which index server-rendered pages; an app suits returning users and business owners.
From businesses: featured placement, verification badges and sometimes lead packages, sold as subscriptions.
Yes. Design regional roles, pages and moderation from the start so each new region is configuration, not a rebuild.
Tie reviews to verified accounts, log every action, route complaints to regional moderators and flag patterns such as bursts of reviews from new accounts.

Scope your directory
Bring the first region you would launch, the categories that matter there and how you want to verify a business. The wider method for redesigning an operation is in the business workflow transformation guide, and other workflows are listed under solutions. When you are ready, submit a project naming your launch region. OutsourcingVN is Netbase's own outsourcing-services platform.
