What right-to-left actually costs
A bilingual Arabic and English interface is not a translation file. Layout mirrors, so navigation, tables, forms and the design canvas all have a second geometry to maintain. Text shaping differs, so font choice is a functional decision, and a font that renders correctly on screen still has to embed correctly in a print-ready PDF.
